Ok, I have some serious questions on this very disturbing video.
1st. What the fuck is going on?
2nd. Why ISNT law enforcement involved?
3rd. Why would the garbage collection agency be called?
4th. Who in the Hell is a garbage man on a Freaking scooter?

1- Someone left the baby there to be picked up by a good samaritan, and it ended badly for the baby because hey...nobody in China gives a F about a baby on the floor.
2- Because to them, this is good news. China has a severe population problem, losing one of them isn't much of a pain when they are actually trying to limit the number of children that are born. In the end, they simply don't care.

When I read "garbage collector" I thought it was some sort of company like you see doing the clean-ups in crime scenes and all that...
...I would never assume it was an actual person who collects garbage for a living. I'm trying at all cost to avoid thinking about where that body will end up, or what will happen to it (looking by the respect he is giving to the body).

But I don't think the guy who ended with the body worked with the garbage company. I think the "collector" in this video is like those guys from the scrapyards that go from house to house, asking people if they want to throw anything away, so they can resell it for...well, scraps.

@H3dgehog That's what I thought too... But these aren't small buildings, and that pipe appears to be meant to be used in a construction, a recent one.
I don't think those guys were local gov, I think they were the guys from the garbage company. If they were actual local gov guys, they had the authority to ask for the cops to intervene.
I think that both the gov and the cops didn't give a F about the body, and left it to the civilians to sort it out.

It is in a capital city of a province , that i can see from the licensplate of the cars
Cant see good what province , video is not that clear
The kind of stones on the wall of the building are mostly used for goverment buildings or banks
Goverment buildings has mostly a guarded area with fencing and gates around so i think this building is a bank
That explain also why they didnt warn any officials , banks are always scared to spend any money ,specially chinese banks
