and yet, Pakistan is in the Top 10 countries that relies on Food Aid, you rank between Vietnam (6) and Ethiopia (8) and you don't even enter into the list of countries that Gives any Aid to anyone.....

It's very common in piss ant countries for the military to offer a little pay and steady meals and have their choice of applicants.
Here there are a LOT more options & our military has to work harder to attract recruits...
