It looks like your conversion to HD smooths the edges of the pixels, so although there are the same number of effective pixels that edges are not so obvious.
It may work the same in SD conversion.

Weird the time for deblocking.
Try out ffmpeg (for windows I assume). There's a big learning curve but it can do just about anything to anything and pretty fast
