I live in California, i know all about these frikken' earthquakes. I was in the San Fernando valley one on Martin Luther King day in 1994 on 4:30 am, about 5 miles from the epicenter, 6.6 on the Richter scale. All water, gas and power was instantly gone and all we had was our car radios for news. The building i was living in was a lower- price dump apartment, but an old 3 story solidly built of concrete block, so somehow it held and everyone got out. Some newer buildings in the area were cheaply built and several people got squished to death when their building collapsed due to no plywood in the walls as required by building code, "Northridge Meadows" was one such building. There was no water, power or gas for 2 weeks (7/11 was giving away free canned water and the state government immediately warned the stores and businesses of severe penalties for "earthquake profiteers".) FEMA however, immediately stepped in to help with food, water, and housing assistance, and the National Guard was on the scene in days to help keep order. All in all, the government handled the disaster as well as anyone could expect - still not something i'd want to go through again though.
