In the 80's a 2 friends of mine had the same thing happen at the "Green Bridge" which use to cross the intercoastal canal in Algers (which is on the westbank of NO). The exact same construction as this one. It was during a rain storm and the bar and lights were not down but the bridge was up. They survived and settled out of court but this not the first time this has happened.
Sad... RIP.
