Probably because the good people of Visalia CA. realize that it is a border-line harmless substance, a victimless crime, and in this gentleman's case, a source of medicinal relief. By the way, I love how the guy weighs out all his dank at the end. Gotta' make sure that the cops or other agents of our wonderful criminal justice system didn't dip into his stash.
