What part of this is accident ? Looks nothing short of delibrate to me. Indicated to pull out into traffic, then turned it off and turned back in, Last minute turns just intime to not go right off the road...
Looked like a female too, perhaps domestic? she got out 'Fuck ya im gonna walk' He was about to leave and then typical rage just went fuck it and run her down...

Two people at fault. The victim for not walking towards the flow of traffic and the idiot driver for failing to see the man walking as he accelerated off the shoulder onto the highway. Tragic. Life can end anytime in a blink of a eye.
