Looks like Universal Studios stunt show, LA.

They manage to get the bike minus rider in a circle, so why not the rest of the stunt?
I'm calling all part of the show here. The black rider is a dummy on a bike under remote control.
Divert everyone's attention to the white rider whilst you setup the black rider in all the smoke off to stage left.

I've added the slo-mo clip at the end to show how strange the impact is - seems to hit the rear of the red car.
