This is from the movie DOWNFALL (Die Untergang) which is available to rent. It has English subtitles that are very accurate.
Basically he's pissed that Steiner didn't Counter-Attack the Soviets. He screams that it an ORDER, (inferring it was not open to discussion). He states he conquered Europe single handedly, now his Generals have betrayed him. He should have executed all of his senior officers the way Stalin did.
At the end he says his orders have fallen on deaf ears, the war is lost.
The movie is excellent, I highly recommend it.

a book called "Rise and Fall of the Third Reich", by William L. Shirer, is better than the movie, imo
he was an American journalist who watched Hitler climb to power, in Germany, and then lose power. stood at Hitler's speeches. talked to high ranking German Nazi officials. the whole event was personally witnessed and written down and it's one of the best sources of Nazi information i've ever been exposed to
a movie is fun to watch for entertainment purposes. i always go for the real deal, though -- non-fiction is where it's at
