Basayav stood with Yelsin when the old guard tried to overtake the new government and during the soviet days Chechens served in the soviet army.
Being comrades and vets they had the know how, after their victory in the first chechen war they also had plenty of time to collect weapons, remember this was the time of the Chechen Mafia, they must have years of cached supplies. Add in the poor pay for internal ministry troops one can earn more by selling Russian weapons.

because a lot of it was bought directly from russian forces..cash only, no receipts. colnels padding out the retirement fund..

because the chechens have been fighting the russians for centuries and actually understand the value of training, tactics and good equipment when fighting a more powerful foe.
whilst their friends in iraq simply relied on blind faith and screaming allah ackbar, fighting with nothing more than flip flops, mandresses, rusty AKs and the occasional IED.
