Of course, they dont give a flying fuck about others, but if the guy know about some drug/weapon stash, they intercange till they recover the drugs/weapons/humans etc.
And the drug Cartels DO kidnap people to ask for ransom, but if no body pays, they kill the kidnapped person!

I'm no coroner but my guess would be that his wrists were so tightly bound while he was alive that the blood flow was nearly cut off to his fingers and thats where the decomositon started first.
