  • Actually he is correct it IS congress' job to earmark; what he doesn't tell you is that they are supposed to earmark EVERYTHING. They are supposed to write out IN EXCRUCIATING DETAIL where every single penny is going and how it is going to be used.

    Instead, what congress does is say- here you go NEA (national endowment for the arts); here is 1 billion dollars spend it on any type of crap you want but at least 3 million has to go to buying decorated toilet seats, from my best buddy, for use in More..
