Looks like they edited the video and cut out the rock throwing. Just after the shooting when the boat pulls away you can see a small group of people throwing rocks even though the boat is out of reach. I believe the agents.

i dont know about you guys but i didnt see anybody shooting or being shot, i think i heard gunfire but im not sure. if i had to guess though i would say that cartel members on the mexican side were using the kids as human shields and one of them got hit by a cartel members stray bullet
