If they're free to choose to do it or not....I don't really have a problem with it.. I don't think it will help really because she already had kids so it didnt prevent her contribution to the population...and I would ask if the government couldn't just make them sit through a class to learn how reproduction works and how condoms work etc instead of the surgery.. the report didnt say whether men can opt for the surgery as opposed to only the women (which would make more sense since they can create way more kids than the women can)
