They were already paid for X dollars of gas, but only pump I gallons, but the pump will run as if it pumps X gallons. I think it pumps mostly air.

I worked on gas pumps for a couple years.
There is a pulser disc on the mechanical liquid meter.
I would say it suffers from hydraulic shock but didn't code out.
