A intel Officer reveals his intention to set a trap to his target.
The person targeted by intelligence agencies resorted to an unorthodox method, upon reasons to suspect a investigation against him: he enquired about himself with a phone call to the Canadian authorities, using the identity of a high ranking foreign intelligence official.
The gullible Canadian officer was so enthusiastic about a foreign Intelligence agency moving on a mutual target, that he disclosed all available, even classified information without any precautions.
He clearly states his intention to coerce people who happen to be in contact with the into „baiting“ him to commit a crime and then busting him. This aggressive act committed by the intelligence officer had no legal grounds or justification.
The anonymous person seen on frame is the target, who video taped the conversation as proof.
The intelligence Officer, who can be heard over the speaker, is well known in Toronto:
It is Acting Insp. Steve Irwin (1961) who has been heading the hate crime unit of the police intelligence branch since 2004.

Then as a member of the counter terrorism and threat unit, Irwin senior made a name by raiding media archives of video and photos in an attempt to identify protestors and rioters.

Out of a total 230 samples, only 5 matched that of the attacker. And Paul was one of them. However, since the rapist appeared to have vanished having been inactive for more than a year, the priority the case had enjoyed two years ago was on a rapid decline and soon it took a back seat giving a breather to Paul.”
It is said he had delayed the DNA sample of Paul being brought to the lab for analysis.
This is a test for the Canadian public and media, to see if they are capable to identify the intelligence officer in question.
Of course the Intelligence Services of Canada should easily be able to confirm the authenticity of this clip.
Media agencies should be able to recognize his voice, if they compare voices from interviews with him from their archives.
People, who have fallen victim to this man's power hungry escapades, have as well a fair chance to remember him.

The target was living abroad and was posing no threat nor was he engaging in illegal activity at the time. Prior to this video Irwin had sent damaging and false Information to foreign Intelligence agencies, which had serious and dire consequences for the target abroad.

P.S. We needed for once something more authentic and suitable than just a blurr, mosaic or black square.

with the intention of baiting him to see if he will confide in a friend or whatever.
