Camera car endangered them in the first place in my opinion. It's ok to do that on a normal road when you can block cars coming past. But to slow down and invite someone to cross 3 lanes when you have no idea if drivers in the other lanes have seen the pedestrian is asking for trouble. The intention is good, but it's leading the pedestrian into a dangerous situation.
