One morning as I was going to work (at about 4am) I was stopped by a young guy who asked me for a light. I'd stopped smoking about a year before so couldn't oblige.
Then I noticed his demeanour. He seemed vacant and was staring at the shop in-front of us both. His eyes were distant; staring, like he was on something. I looked down and saw he had a bottle of some liquid in his hands and that much of this liquid was on the ground and on the glass of the window and it's metal shutter. The unmistaka More..ble smell of paraffin caught me. I suddenly realised why he had asked me for a light.
Fortunately, the local police station was 20 metres away. I went straight there and spoke to a woman behind the Desk.
"Excuse me, Miss. I think that man is trying to set fire to that shop over there." She looked at me sardonically and glanced out of the window behind her. Her eyes doubted me.
At that moment (I don't know where he suddenly found a light from) the shop front went up in flames. Not serious flames that would destroy the shop ... but enough to get him sent down for attempted arson.
The female police officer and I exited the station rapidly whilst she radioed for back-up. "I'd arrest him if I had my belt." She said (why should a belt prevent an officer of the law carrying out her job?). The young man started to walk away - not running, just a slow walk. We both followed slowly. "I'll take him down if you authorise me to do it." I said. But with that a patrol car came, met us further up the road and arrested him. They didn't even request from me a witness statement (surprisingly).
Anyway. My point is, it's a shock when you see fire suddenly ignite in-front of you in the manner of this video. As it was a shock for me.
It was shortly after this incident (and another involving armed police in my own road) that convinced me to leave Barking in East London and move elsewhere.

In certian states you can use deadly force to stop someone from buring occupied property. The Cop should have shot and killed him.

I think he did a little more than try.. Also this is most likely an act of revenge or a disgruntled employee not a pyromaniac. Pyromaniacs don't generally start fires in front of other people, let alone cops.. He sure wanted to burn that place down though, but now he's burned instead.
