Shmuel/Haim/Yoel - Clean Dealer/Informer

• Smoked hashish on a routine basis on the roof of the Jerusalem Hostel
• Dealt in hashish on the roof of the Jerusalem Hostel and elsewhere
  on a number of occasions, offered free samples to prospective customers.
• Engaged in various acts of provocation, security breaches, and alleged attempt to harm police officers on duty.
• Known in person by the highest levels of Israel Police (YAMAR)
• Signed criminal complaint against him was "sealed", and Israel
  Police refused to provide Equal Protection under the law in his case.

• According to Israel Police, smoked a joint on the roof of the Jerusalem Hostel
• Never bought or sold Hashish on the roof of the Jerusalem Hostel, or any other place in Israel that this writer knows of.
• Stopped, searched by the Israel Police, and when nothing found,
  Israel Police attempted to conduct warrantless search of his residence.

Annotations:

• Shmuel/Haim/Yoel is the only person known to this writer to have openly sold hashish in the Zion Square area.
• Complaints filed with the Israel Police repeatedly claimed that
  Shmuel/Haim/Yoel was an undercover law enforcement affiliate, who was
  engaged in surveillance, informing on persons, provocations, harassment.
• Conduct of the Israel Police in this case is opined as serious violation of Human Rights in international law.
• Conduct of the Israel Police in this case stands in contrast to the
  State of Israel's claims of open access to all to Jerusalem - Corpus
  Separatum in international law.
• The conduct of Israel Police in this case also shows the dangers in failed drug policy:

- While the Israel Police is yet to be known to investigate
or conduct search of anybody in Jerusalem based on anonymous tip that
they had smoked a joint, the existence of unenforced laws is used for
selective enforcement/harassment/violation of Human Rights.

- As documented in numerous cases, both in Israel and in the
US, law enforcement itself is the main wholesale distributor of illegal
drugs, and it retaliates against anybody, who consumes such drugs
outside its distribution channels.

• The Chief of the Israel Police, Jerusalem District, Niso Shaham,
  whose career was built on his service as an undercover police agent, was
  removed from office a month ago, on the background of complaints of sex
  crimes against subordinate female police officers.
• Substantial increase was observed in the month, since the removal of
  Mr Shaham from office, was characterized by a series of violent events,
  which are likely to have been staged, or allowed to take place by the
  Israel Police.
