Police dash cam video:Video from Dec 15/08,released April 06/08:BLACKWELL,Oklahoma...A police video shows a Blackwell police officer pepper spray a man after a traffic stop.

The video, which was released Sunday April 06/08, shows an incident that occurred Dec. 15/07 after officer John W. Mitchell stopped a pickup truck.

He asked the two people in the truck — Shaun Paul Alexander, 27, and Patricia Gail Burkett, 33 — for their driver's licenses.

Mitchell then asks Alexander to step out of the truck, turn around and place his hands behind his back. Alexander gets out of the truck, but doesn't comply with the rest of the instructions, instead saying: "Whoa! What are you doing? Whoa!"

Mitchell pepper sprays him in the face, Alexander begins screaming, and the two are off camera for much of the rest of the video. Mitchell can be heard continuing to tell Alexander to put his hands behind his back.

The officer finally manages to take Mitchell into custody with the help of an off-duty officer who happens by.

Burkett got the video through a Freedom of Information request.

Alexander was charged with assault and battery on a police officer, resisting an officer and a number of drug counts.

Burkett was charged with attempting to elude an officer, obstructing an officer and drug counts.

Nobody was seriously injured.

"There is nothing on that tape that shows excessive force," Blackwell Police Chief Fred LeValley said. "What's not shown is what happened outside the view of the camera. "There's a lot of screaming and yelling, and people are making a lot of assumptions.
