Haarp or magnetic field
I believe haarp is the cuase of many of these animal deaths and earthquakes and tsunamis but not all the fault of haarp, many believe the paasing of the asteroid may have done something to our magnetic field and the sun also as been acting very aggressively lately there are many possibilities

HAARP would interfeere with HAM bands(amatuers) and it's harmonic would also. With that amount of power there would be a BAD front end overload into the amateur bands, thus being reported. I don't think it's been active for a while. There are MANY other stations around the world that do ionospheric research,not just haarp. Imagine working on site with the amount of RF being put out. You'd have brain cancer in a few years if you worked under constant activity.

Ham does not operate at 5-8 Hz. Which is where haarp is working. @Godinn 2.8-10mhz which covers the 80m,60m, and 40m HAM spectrum. Although it would transmit off of these bands as to not interfere, people notice and they do announce testing schedules. With 3.6 mw of power it would definitly bleed over into ham bands and cause front end overload. Not only that but man....that's a TON of power any HAM would envy :)

@N4CR 2.8-10mhx is right around some of the busiest ham bands. Whether vertically or horizontally polarized, 3.6MW of power is A LOT! Like i said in another comment: I would love to have 3.6 MW of power running out of my amateur station :P Although that is enough RF to do bodily harm if close enough. It is a joint project by US army/airforce and naval operations. Naval operations controls space command too.
HAARP is one of many similar 'research' installations, they are all over the world. If you read the patents used, they clearly state weather manipulation and other effects. Basically a huge quantum radio, pandoras' box.
3.6MW is power in, they can get far more out of that system with standing waves. The earth makes our man made capacitors look pathetic ;)
