In other words, Biden lied for the administration yet again about the budget that went into effect October 1 affecting security arrangements on September 11.
First they claimed a video was to blame, then they claimed there was no request for additional security, and now they are trying to shift blame to Congress and delay accepting the administration's responsibility until after the election.
Obama and Clinton exposed the US delegation to Libya to a terrorist attack.
