Student Tries To Fight Police Over Parking Space
The student parked in the wrong spot, cop told him to move and well the student felt like fighting him for it. As the cop told him to move he put up his hands to fight the cop. The officer then pulled out his mace and missed horribly. Somehow the student got the mace from the cop sprayed him then got him in a headlock, that's when the women officer came in and sprayed the student.

It's called one up force.
Whatever the bad guy does the cops are allowed to go to a higher level of force.
