I'm talking more in a general view.
MY Assumption is that both sides has a group of bored teens (10-30 of them) which are the ones who make all the noise and shit. One group does it, the other comes 10 hours later and does worse, the first one comes one day after and does it again and on and on...
It doesn't mean that the group of settlers is not being agressive and violent, nor does it mean that they should stay there.
