I would be the first to call out a bad move on the side of the police, however it seems to been logical for the victims safety and the officers. Since he seemed to be in shock, and most likely would have resisted treatment from the officers. So it was best to subdue him without putting themselves in harms way.

Think about it. Would you put your hands on this guy? Drugged up or in shock, spewing blood and wiping it all over himself. Bloodborne pathogens, bystanders that can also be exposed or harmed. And he failed to obey the order, "Stop. Stop right there."
I think the police did exactly the right thing. He was quickly incapacitated and then secured, preventing injuries to others and allowing paramedics to treat his injuries faster.

@Stealth339 he stuck himself in order to throw the police offguard after he got drugged up and assulted someone off the top of my head. looks that way knowing the way blacks act after being assulted, all dramatic and all.he wasn't doing that, and he was watching and waiting wiping blood on him so he could be slimy and slippery so he can get away. sounds about right
