My guess is that there could be some dangerous line that they could disrupt from using the machine so they have to shovel by hand to avoid damaging it? Otherwise, why would you do it by hand vs having a machine do it?

There is only one obvious answer - Union equipment operator, non-union day-labor. Back-hoe operator has carpel tunnel and is on light duty.
