You anti-war liberals aught to be hailing nuclear technology as one of the greatest anti-war inventions of all time. It kept the Cold War from getting hot and brought a quick end to World War 2 sparing both sides of a long and bloody invasion of Japan.

That would not be a modern weapon but a "science fiction" one. Biological weapons have been tried and perfected for centuries and they never delivered any of their promises: too hard to control, not effective enough, and not specific at all.
If you want a weapon that would leave all the infastructure and the wealth intact, that would be a neutron bomb. But even that is already a 30-year old concept...

Primitive? Gunpowder was invented in the 9th century! What you want is a disarmed West which is open to attack. Nuclear weapons are not the source of our modern problems, it is our interventionalist foreign policy which is stirring up all the trouble. Big government which has a virtually limitless source of fiat currency and credit to finance massive warfare and global military presence.
