Not really a new method of transport - other Asian countries also do this too. Here in the Philippines you typically only ever see this in the very southern parts of the country though - technically it's illegal, but the law obviously isn't implemented equally everywhere. In the more northern parts tickets will be given very quickly for this kind of behavior.
Give it 5 or 10 years and you probably wont see this here either, rightfully people are cracking down on many of the more insane things p More..
