@CptSpaulding These are called JLENS (Joint Land Attack Cruise Missile Defense Elevated Netted Sensors System) and are a stabilized non moveable platform, tethered by a cable. Their main job is counter IED, sneak and peek on a limited basis/range and an array of other classified tasks. The video in this post were taken from UAV's, or ISR.

The Taliban have regrouped very effectively since 2001, they now control large parts of the country and will likely retake Afghanistan completely once the US has completed their retreat.
