Doesn't matter if she threw the water or not... you don't punch a suspect in the mouth (especially a female) unless they are physically fighting you.
Cops who can't control their anger have no place on a police force. A cop who is so enraged at having WATER thrown at him, that he escalates the situation to physically assaulting the alleged perpetrator probably needs to find a new line of work anyway.

The point is: Cops are not paid to dole out punishment.
That is up to the judge/jury.
