Cordon's new device tacks 30 vehicles at a time

We have "speed cameras" along certain points here in Florida. Cordon's new camera automatically recognizes your License plate and records your speed. Like "Red Light" cameras, these could hand out hundreds of tickets an hour.
Do you think this an Ethical way to enforce the Law or is Law Enforcement Amoral? Should an Officer be involved in issuing the citation?
