In the USA we tend to nor bother much with the specifics of geography. We tend to lump people together buy race, eye shape, etc. It's easier and people don't seem to mind.

The the comma in this context means a list of places so stop making a fool of yourself. I am no english expert but it is quite common to just use a comma instead of and even if the list is only two items.

No, a comma is ONLY used in a list if there's three or more items, It should read, Tawain & Hong Kong...
or Taiwan, Hong Kong & The USA.
When you type; Washington, DC or Albany, New York etc. are you listing things or clarifying things? Remember, I AM English, I know how my language works.
