Syria - Assad's sectarian army beating a Sheikh telling him to say his God is Bashar Al-Assad (24/10/12)

The man can be heard saying that his God is Allah (God). The cameraman tells him to say Bashar Al-Assad to stop the beating.

99% of Sheikhs dont declare fatwas. So, you got it wrong there.
Only a handful, mostly prominent Sheikhs declare fatwas. And a fatwa can be a good or a bad thing, depending on the Sheikh. Usually it must be a good thing since bad things are abhored in Islam (Duh).
If you dont believe me, go to a local mosque and ask the Sheikh if he has ever declared a fatwa.
