Firemen fail. You never hook to the bumper to pull anything, let alone a large truck stuck in the mud. That's why they come with tow hooks that bolt into the frame.

In there defence... there are hooks on the front a rear bumpers of most fire trucks for just this purpose or incidents like this. Those hooks are supposed to be attached to the frame. IMO, it's a manufacture fail verses a fire fighter fail.
