May/29/09-Culiacan, Sinaloa, the Mexican Army captured Roberto Burgos Beltran, aka "El Doctor", top lieutenant for Joaquin Guzman Loera aka "El Chapo" and for Ismael Zambada Garcia aka "el mayo", leaders of the Pacific cartel.

This subject, according to investigations by the Attorney General's Office (PGR),received direct orders from Guzman Loera and was responsible for forwarding them to the rest of the organization in various states.

According to Luis Arturo Oliver Zen, chief operating for the Secretariat of National Defense (SEDENA), "El Doctor" is also responsible for the network of security and protection of the cartel, in addition to a network of informants who warned him about the actions undertaken by the federal government in various entities.

The military said that Beltran Burgos was Guzman Loera's confidence man, and he fulfilled the same functions that Alfredo Beltran Leyva, aka "El Mochomo" and Vicente Zambada Niebla aka "El Vicentillo" once did.

The head of the Attorney Specializing in Organized Crime (OFDI), Marisela Morales, said that "El Doctor" even coordinated a group of lawyers who were responsible for legal support to members of the cartel who got arrested.
Given the importance of Burgos Beltran in the structure of the drug cartel, the official said that significantly affect the operational capacity and security of the organization responsible for the violence in mexico.
