A New York Police officer asked a man to stop who looks to me like an illegal street vendor but the man started arguing and suddenly started running away. The officer was then forced to chase and handcuff him. I don't know if the man was arrested because I had to go but he simply didn't have to run. Sometime people do stupid thinks and complicate normal things. The video also shows how exposed was the officer when he was doing the arrested and that's why he asked the other man who was trying to help to back off.
