A Summit County woman is accusing Stow Police of brutality.
Chelsea Garrett, 23, said her trouble began on Nov. 5 when she began having periodic blackouts while driving.
"I know I don't drink, I know I don't do drugs, I was on my way to babysit four beautiful little girls," said Garrett.
After being involved in an accident in Akron where she bounced off a median wall and hit a van, Garrett left the scene and then nearly side-swiped a Stow police officer.
She told Fox 8, "I'm diabetic, I have a few other conditions, I took over-the-counter cold medicine, one of which was new and I believe is what caused the reaction that just made me in a delirious state."
Stow Police dash cam video shows that when the five-foot-two, 90 pound Garrett got out of her car, she was struck in the chest by a police officer.
There is no audio on the videotape to indicate what was being said at the time.
"There's a good 35, 40 seconds where I'm looking up at him, confused, why was I punched and he could have apprehended me at that point," said Garrett.
The video then shows Garrett being tased by officers at the scene.
"I remember feeling my stomach in my brain and the shaking. I remember starting to say, in a very slow, delayed, which again is what me know my state of mind, 'what are you doing,'" she said. "And then all of the sudden it happened again and again and just that horrible feeling."
Garrett said that after she woke up in a hospital, she started asking questions, and several days later, she asked for the police dash cam video.
Garrett, who has been charged with obstructing official business and reckless operation, now intends to file a lawsuit against Stow Police.
"I was violated, I felt like something I've seen people feel on TV and never really understood. I couldn't imagine it happening to me, and especially having seen it, knowing it's me and still not being able to remember it at all, it was the hardest thing I've ever watched."
Stow Police Chief Louis Dirker said the incident is now being investigated by a use of force review committee.
