So? It is a guerilla war! Guerillas don't generaly hold any ground unless it is some absolutely vital area. They let the goverment spread their forces thin all around the country and then guerillas will start picking those forces appart one by one. Goverment is forced to concentrate their forces and leave some parts of the country unprotected.
