What nobody is talking about is that fucktard in the GT-R passed on a double yellow line - at a point in a hill where he COULD NOT see if there was a car approaching in the opposite lane.
It was only pure luck that he didn't crash into an oncoming car at that blind point in the road.
There would have been at least two dead people as a result.

Pause at 00:14 to see the Nissan with all 4 tires in the air.... now look at how close the intersection is.
I decided to dig a little deeper, using the sign of Ballenger Creek Pike I found the road in Maryland, the only round-about on it is at Elmer Derr Road.
Based on the telephone poles being on the right of the cars, they were heading northwest on elmer derr approaching ballenger.
