I don't know what they're saying, because I don't speak Arabic. I get the impression though, that the man doing the choking was demonstrating how quickly stopping blood to the brain causes unconsciousness - perhaps to prove the beheading or halal slaughter causes a fast death.
I seriously doubt anyone in the video is claiming that the man "died" and "came back to life".
