Manta Ray catches Commercial Diver - Probably Gulf Of Mexico Oilfields.
A commercial Oilfield Saturation Diver gets his (Bell tethered) umbilical hose & downline to the job caught by a Manta Ray.
He is breathing Helium & Oxygen so he sounds like Donald Duck as sound travels faster through helium. (Can still understand the effing & blinding but lmao!)
Sat Superintendents have Helium unscrambler radios that slow the sound input down so you can understand it, this

The diver could have been at a depth of anywhere from 200' to 700' feet deep working from a Saturation system diving bell pressurised & lowered to depth.
If the Ray had dragged him above the Bell & ran all his umbilical out from it - he would have potentially embolised or suffered severe neural or terminal decompression sickness.
Knowing he is OK makes it funny after the fact! These type of things where folk get scared sh*tless really crack me up - once I know nobody got hurt! I guess sheer abject, human fear is the humour motivator, I have a warped one heh heh.
I am guessing this is the Gulf of Mexico & he is not too deep, 200ft plus, probably 'bounce' diving with a wet bell. (Something outlawed in the UK North Sea back in the early 1990's.)
The Diving Supervisor states the obvious 'That's serious sh*t man...they can pull you to the surface '....No sh*t Sherlock!
So give him a solution dudes... please, someone tell me what you would do as a Supervisor? Bearing in mind that Manta is around or over 1 tonne.
If I was the diver I would say..."Do I really need an echo or an obvious stater of the problems I have!!" wtf Tell me what to do.
