ORLANDO, Fla. -- The Florida Highway Patrol said a trooper saw a man molesting two young girls.
According to Orlando police, who handled the investigation, the trooper witnessed the act under State Road 408 on Orange Blossom Trail on Tuesday afternoon.
Police said the trooper told them he was on routine patrol when he saw a man on the sidewalk under the toll road. He said he saw two young girls next to him and observed the man place one of the girl's hands on his groin. The trooper told police he saw the man expose himself to the girls as well before finding two Orlando police officers to assist.
Police identified the man as Luigi Lubin, 71, and took him and the two girls, who are 2 and 3 years old, to police headquarters. The two girls were released to a woman by the Department of Children and Families.
Lubin was arrested and charged with lewd and lascivious molestation, lewd and lascivious exhibition, cruelty toward a child and contributing to the delinquency of a minor.
