Looks to me they shot a soldier just standing there. No weapon in sight , so it is not: A Sniper shooting s Sniper, more like a Sniper shooting an un-armed man.

Reminder of rebel terminology in the Middle East: anyone who happens to be standing on a roof, gun or not, is a "sniper".
Also, the title should be, "FSA shoots man standing on roof", because those are the only things that can actually be confirmed.
