Looks like the car did it on purpose. If they were distracted and it was an "accident" I don't think they would have time to react and avoid the median after hitting the motorcycle.

It looks like the white truck was to blame by moving over the car had to swerve to miss it unfortunatly hitting the biker. Still no excuse for not stopping and speeding.
