Incidents like this are common on the border between Brazil and Paraguay. The Paraguayan police wont protect smugglers and traffickers in exchange for bribes. Some cases occur shootings reached between the Paraguayan navy and brazilian federal police.
Recently, a Brazilian law gives police powers to the army, who had spent patrolling with APC"piranha" with .50 machine guns in border regions.
The armory of paraguayan police is poor, until the federal police uses the high quality weapons like g36.
The brazilian army makes several real fire exercises in the region, and rumors of conflicts travel in the paraguaynas mind...
This situation reminds me the Georgia-Russia pre war...
