I worked for LA DWP for 6 years. What caused it to rupture was ignoring the infrastructure. Every one of DWP employees KNOW how to get the job done, they were simply pointed in the wrong direction, by the wrong people.

In the wake of the water main breaks across Los Angeles, KTLA%u2019s Eric Spillman reports that the Department of Water and Power has identified at least 100 water mains across the city in serious danger of failing -- and, he says, they aren%u2019t necessarily the oldest pipes.
%u201CThere%u2019s enough pipe under Los Angeles to go all the way to New York City and back, over 7,000 miles -- and it%u2019s old as I am, most of it. So it%u2019s kind of falling apart,%u201D said David Freeman, interim general manager of the DWP. Some of the pipes under downtown Los Angeles date to 1887, Spillman reports.
He%u2019ll have more on which neighborhoods have the most problems and why the pipes have yet to be replaced at 6 a.m. Tuesday on KTLA-TV Channel 5.
