@tzrnutt it was probably empty, it was the fumes that exploded. The fact that it exploded in a ball of fire says it was mostly fumes.

@tzrnutt I was being sarcastic anyways. Obviously the container did not contain any amount of usable fuel. That was clearly a vapor explosion. So the fact there was no amount of usable fuel in the tanker, is clearly the reason they did not give it to the local people. If it was full of fuel it would not have even exploded from an anti personal weapon aka a spark.
