@vx1 doesnt even have to be conductive, the charge along its surface is enough. If there is any humidity, that will help it as well. With enough voltage even air is not enough of an insulator. Lightning is a perfect example of that.

Good point! The consumable style ones are not cheap. Often these things just trip and reset to try clear (burn) the obstruction off , sort of like a normal circuit breaker.
