that's correct, and no Republican speaker has spoken anything contrary to the point being asked.
But let's get to the actual point of interest. The Constitution doesn't provide for "illegal" immigrants to have the right to cast a ballot. You must be of qualification to cast a ballot. Pretty clear stuff really. If you do not belong to the qualification of being a citizen you do not have the right to stand before the ballot box and choose the government to represent you.
