The local govt paid much less compensation to the villagers than they asked for when taking their land to build a birdge, so they decided to collect money from vehicles passing through the bridge. The local govt refused to respond to the complaints filed by the drivers.

I'm sure paying a just compensation for the land is not that hard, the government clearly has the bucks to, they're simply taking advantage on the fact they're just peasants and poorly educated farmers.
The land is just leased to people, not sold. I suppose that's the root of the problem.
